Is it true that Australia is being asked to hand over control of one third of the world's uranium to one of the few public companies in the world without codified takeover protection?

Read this article from The Australian by Robert Gottliebsen. Its a big article, but just humour me. I thought it was interesting.
I would have thought this would have been on the news a bit more than it has.
Although the papers do have to reserve a lot of space everyday for Leyton and Bec don't they.
